GSM has a fixed maximum range of 35 km (115,00ft) due to the round trip delay of packets, however mobile phone base stations are designed to put their power horizontally - so communication above a few thousand feet is unlikly. Its possible that a ground facing yagi (900MHz or 1.8GHz depending on network) might just reach the ground - however the leagal status for airborne GSM is unknown.
